Bingo, you're right. After reinstalling PERL to c:\perl and adjusting the
makefile.pl with the line
'PERL' => 'c:\perl\bin\perl.exe'
everything installed just fine from here on out. Thanks.

I think you will find the is breaking on the directory specification:
C:\Program Files\
