The web service starts from the terminal prompt, too.
I've been wracking my brain over this one for an entire week. Searching
every web site I could think of (except Apple's).

That's a known issue on Mac OS X Server, a possible workaround is to disable
from the server admin app the settings "enable webperf cache" and "start web
service at system startup" please feel free to contact me directly if you
