That's a known issue on Mac OS X Server, a possible workaround is to disable
from the server admin app the settings "enable webperf cache" and "start web
service at system startup" please feel free to contact me directly if you

Mac OS X Server 10.0: Form Data Not Sent to CGI When Using POST Method

If you use the Server Admin application to start Web service, any CGI script
(Perl, PHP, Python, and so forth) will not receive data sent using the HTTP
POST method from a Web page form.
