To create HD images, you could probably use the LRS which can do
imaging. It's not the intended purpose of Bacula.
This is GPL software for free OSs (see http://www.linbox.org/lrs) and
works pretty well.
As explained on the website, this software will be completely GPLed for

Yes and no.
You can store hard disk images with bacula, at least from unix(like)
systems.
