"When" directive. Is there a way to change this? bconsole seem not to
have a cmd/option for this. I also didn't find a hint in the docs about it.

when configuring bacula sources like
$ ./configure --prefix=/path/to/bacula/binaries ...
then I'd expect the man directory to be set to ${prefix}/man, however it
defaults to /usr/share/man. Is that wanted behavior?
