The 'Where' option is where the backup gets sent to on the file system
of the client to be restored. The option you actually need to change is
'Restore Client'
If you use encryption, you need to have the correct keys available to
the client you are restoring to.

We had a power cut over the weekend. As look would have it, this
happened to be a weekend of full backup jobs and, as a result of the
power loss, quite a lot of the backup jobs failed.
I thought had read in the past that somebody was annoyed that Bacula
then insisted on running a full backup
I had the same problem here. Be aware also that when, if you upgrade
your database software and reconfigure, make and install Bacula (as is
strongly recommended in the documentation) the problem reoccurs.

Maximum Concurrent Jobs must be set on the Director, Storage, Device,
Job, and Client. Whichever is lowest will take precedence.
Also if the second job has Priority set to a higher number, maximum
concurrent jobs will be ignored and it will wait until the first job has
