Documents and settings is a junction point (kind of symlink) in windows7
pointing to c:\Users so you can exclude it.
Other like that exist, like "Program Files" is now Programs
etc.

servers onto disk arrays, I'm not using tape.
One location had a bit of calamity a while back and I was forced to restart all
backups from scratch, that location is doing fine.
