OK to provide pre-built target
variants for those items which might require rare or special tools.
However these pre-built variants must always be ignored if the build
system detects that the necessary tools are locally available.

and to ignore errors opening the files use ".-include" or ".sinclude".
generated dependencies should of course be included with:

resulting files (i.e. with '-kv' to "freeze" the release).
As a side effect I will note that using "cvs export" to produce the
distribution totally avoids any problems or concerns voiced at the start
of this thread. :-)
