Panda successfully installed on usb sd1 but reboots into installation

I am trying to install this: https://cdn.openbsd.org/pub/OpenBSD/snapshots/armv7/ I want my rootfs on sd1. The bootloader can live on the MMC - I know I have no choice. Has anyone tried this? The installation was successful but the USB disk enumeration seems to happening late. Thanks for reading.
