I got it to work, thank you Mark.
The u-boot that ships with OpenBSD cannot see any USB devices I plug
in. I had to download a u-boot tree and fix the pandaboard's USB host.
I also had to switch to a different USB drive because u-boot still
fails to boot from the disk I used yesterday. My patch puts usb0 in
the first position so I don't need to interrupt the automatic boot to
type setenv...

boot_targets=usb0 mmc0 legacy_mmc0 mmc1 legacy_mmc1 pxe dhcp
To summarize what I did:
1) Wipe MMC and copy only my patched u-boot.img and MLO onto it.
2) dd miniroot-panda-72.img onto the USB hard drive.
3) Reset panda and watch it boot from the USB drive and run the installer.
4) Reboot into OpenBSD.
