I can't speak to the best way to organize your campaigns. The
CampaignTargetService.mutate() method costs 1 API unit per TargetList,
so setting 91 GeoTargetLists would cost 91 API units.

Unfortunately it is not possible to bypass the limit on the number of
targeted locations allowed per campaign. You will have to use broader
geographic areas or more campaigns.
