Hi,

Unfortunately it is not possible to bypass the limit on the number of
targeted locations allowed per campaign.  You will have to use broader
geographic areas or more campaigns.

As an aside, although they don't replace GeoTargets you may want to
investigate LocationExtensions to see can provide additional value to
your members.
