I had no workaround. But, it appears that starting about mid-day
yesterday (in the US), the report started working again.
Anash, thanks for passing along to the reports team for them to fix.

I have not, and not appears on 28 Jun 2012 that Google (Anash) says it is
on their end, but still nothing.

I just tested it and it is still broke. Now it has been down for at least 8
full days. This is a VERY SERIOUS issue to us, and I would assume anyone
who depends upon the URL Performance report working.

This is now been going on for over a week, and there seems to be absolutely
nothing happening on the Google AdWords API side, very hard to understand.

I did the report change you mention (adding "Domain" field to the URL
performance report) and it did return a report without error, but in
looking at the report the "URL" field is now just the domain in all
cases. This is certainly not what we want.
We need the full URL being returne
Since starting on 19 Jun 2012 we have been seeing some, and then since 20
Jun 2012 all our URL Performance report pulls failing with the XML file

With some playing around, it seems that the error (on google's side) goes
away if I simply add "Domain" as one of the fields I pull back. For
example, what this particular report is normally doing is:
