Kindly note that the API Center view is only visible when logged in as the MCC
/ Manager account, and not in the "Tools and Settings" of the test manager
account. You will need to login to your Production Google Ads Manager account

Regarding your concern about the API center, test manager accounts do not have
an API center page in the UI. This page is only available in the production
manager accounts.
