Sam is correct, this error indicates that there was a problem on the
Google servers. There was an issue with the sandbox yesterday, but
that should be resolved now. Please try your request again. More

Your auth.ini settings, for the sandbox, seem to be correct. It
doesn't appear that you have any problems with your setup. The
UNEXPECTED_INTERNAL_API_ERROR is typically a Google server-side
issue. It's not something you can do anything about. You have to
wait until they fix it.
