Hi,
It looks like you are making your request using the v11 namespace, and
you need to use the v13 namespace. Keep in mind that v13 will be
sunset in April so you should probably switch to using the v200909
version of the API.

I'm not sure what you're looking to do--there really isn't any direct
functionality in the AdWords API to control conversion tracking. You
can in general use the adwords4r library to call any of the methods
documented in our developer's guide:
