Hello, A common reason for tokens being rejected is providing inaccurate information during the signup process. For example, categorizing yourself as an "Advertiser" inaccurately, or providing a non- functional or misleading site as your business's website. I don't know if that's what's going on in your situation, but double-check your developer information in the AdWords web interface's AdWords API Center tab to make sure that everything is entered correctly and accurately.
