There currently is no equivalent to the KeywordToolService in v2009,
and I can't comment on which features will or will not make it in to
unreleased versions. But, as I think I mentioned in one of the other
open threads about this, the product team is aware of the demand for
such function

When I use the web tool to perform the actions you describe, I get
the following result:
Keywords related to term(s) entered - sorted by relevance
google api 1 - 3 $1.79 550,000 450,000
I'm not sure where you're getting the 27,100 number from, but 450,000
is the average search volum
