The reason that qualityInfo and firstPageCpc aren't being returned for
these keywords is because they are in a campaign that only targets the
Content Network. This information is only relevant for the Search
Network and is not calculated / returned for campaigns that aren't

I am seeing this discrepancy for about 700K keywords with active
campaigns and enabled ad groups. I can't find a correlation between
when I see the firstPageCpc and quality score and the records
returns.
It appears to happen across all accounts with all statuses.

Both of these values are read only, and I think they may not be
provided in campaigns that never ran, are deleted, etc. Are you
seeing this behavior across your account?
