Basically, I was logged in with multiple Google accounts.
Everytime I tried the URL you gave me, it took me
to https://ads.google.com/aw/campaigns/new/express instead, which of course
would not work.

@Google Ads API Team: the doc is not clear at all. Instructions to create a
test account is "create a test account" it is not enough when the UI is not
