I'm not sure if this is the problem, but the error mentions that your budget is too low, not too high; maybe your code isn't converting the $2000 into micros before posting to the API? Just a guess as a micro amount of 2000 is less than 1 cent, which is probably too low for a daily budget. --

Looking over our accounts, a third of them where hit by this 36 hour misreporting of conversions this last weekend. They average getting conversion counts that were 10 times higher than actual; this is a HUGE discrepancy. All of this information was attained via AdWords API calls. Anyone else
