No, I hadn't tried it logged in as an MCC account, but now I see the
same behavior. Looks like it has something to do with the way an MCC
selects a client account in the new UI. You may want to try this

The status of an ad is different than its approval status, and the
column AdStatus refers the Enabled/Paused/Deleted state of the ad.
Unfortunately it isn't possible to get the approval status of an ad
via the reporting service.

In a previous message I mentioned that these reports are not only
generated by API users, but by AdWords web interface users as well.
Have you checked with the account owner to ensure they he/she isn't
creating the reports in the UI?

This isn't an AdWords API question per se, but I can understand how
this would be useful when developing an application. I ran some quick
