tsmreptweb directory were deleted; restored from backup,
the old reports are picked up by default.htm in the next run.
I never did find out what was "8/8 full" as reported by
TraceReport
\...\ directory tree was restored from backup,
and the original \ISC601\ACUNINST.BAT and
\ISC601\_ISCUNINST\UNINSTALLER.EXE were used
to deinstall first the Admin Center and then the ISC.
After that and another reboot, installation succeeded.

Yes you can. What you can't do is upgrade the servers to 5.4 and keep the ISC

I have 5.3 TSM servers with the 5.3 ISC.
Can I upgrade the ISC/Admin center to 5.4 without upgrading my TSm servers?
Are you right-clicking the "Tivoli Storage Manager" entry in the MMC, or
something lower down in the tree?
(Like the "local server" entry, maybe?)
"Add a New TSM Server" option is only grayed out for me on the lower
entries.
