The 6.2 release to the TSM Administration Center moved to the Tivoli
Integrated Portal (TIP) as its framework. TIP has
other component deployers that require that TIP be installed as non-root.
If you are not planning to use TIP with any other
products, you can install as root.

What browser version are you using. Is it possible you are using FireFox
3.5? We have seen a problem of this type with that version of FireFox.

the AdminCenter is pointing at 2 different TSM servers. Do you get
the same performance regardless of the TSM server being used?
