Understood. The issue is fixed as of versions 6.4.3.5 and 7.1.6.5. Older
versions are also affected, but not fixed. Version 8.1 is unaffected.

Not much help but yes I am seeing it too with mostly Windows server 2016.
I was just talking about it this morning with our windows developers but they
were unable to provide any information yet.
It's always the System and WMI writers with a "writers missing" status.

Same scenario here. Just worked with a user on their backups having
constant errors that seem to be VSS related on their 2008 R2 SP1 servers.
One of the IBM articles I found points you to Microsoft for hotpatches
related to VSS problems.

Looks like the problem is just with Windows 2008 (non R2) both 32 and 64
bit with this update: KB4019276 - Update to add support for TLS 1.1 and
TLS 1.2
