Tom, Not much help but yes I am seeing it too with mostly Windows server 2016. I was just talking about it this morning with our windows developers but they were unable to provide any information yet.
It's always the System and WMI writers with a "writers missing" status. When you list with VSSADMIN they do not show up until the associated services are restarted. Running VSSADMIN list writers will show the system writer as always missing on these servers, and this is causing the TSM backups to do a non VSS backup and log it as a failure.
