Not much help but yes I am seeing it too with mostly Windows server 2016.  
I was just talking about it this morning with our windows developers but they 
were unable to provide any information yet.

It's always the System and WMI writers with a "writers missing" status.
When you list with VSSADMIN they do not show up until the associated services 
are restarted.

They will then backup successfully then at some random time the issue reappears.

Is anyone else seeing a large increase in VSS problems (maybe since patch
night) primarily on WIndows 2008 non R2 servers?  The VSS errors are not fixed 
by our usual VSS fixer script or even rebooting.  Running VSSADMIN list writers 
will show the system writer as always missing on these servers, and this is 
causing the TSM backups to do a non VSS backup and log it as a failure.
