Tom, Not much help but yes I am seeing it too with mostly Windows server 2016. I was just talking about it this morning with our windows developers but they were unable to provide any information yet.
It's always the System and WMI writers with a "writers missing" status. When you list with VSSADMIN they do not show up until the associated services are restarted.
