Other than blind faith in the fact that you have the include/exclude
list set up correctly and the encryptionkey save set up correctly is
there a way to confirm that the files are actually being encrypted?

Have you checked the include/exclude statements in the dsm.opt file?
If the the statements look fine, try to specify the dsm.opt file
explicitly with
the -adsmoptfile option ( 'domdsmc archivelog -adsmoptfile=')

If the local DSM.OPT file does not have the exclude,
take a look to see if the EXCLUDE is being sent down
by a TSM Server "Client Option Set".
