NO that's not normal. Something is hosed up in the config.
The TS3310 should work just like a 3584 responding to a CHECKIN.
(Your SEARCH=BULK should NOT have worked after you manually moved the
tapes to storage slots.)

What about using the "remove=untileefull" parameter on the "move drm"
command? Fills the IO slots, then stops. After the IO door is cleared,
you can rerun the command to continue ejecting tapes.
