The other benefit of having a primary disk storage pool is reclamation (not
required for disk pool) and it would be straight from disk to tape like a
migration process.

Do you have collocation enabled ?
if yes then TSM is keeping all your data on as few tapes as possible.
Are the objects you are backing up on different filespaces?
Then when enabling filespace collocation TSM should use both drives.
