Licensing problems on TSM for Windows 5.1.1.0

I have just upgraded my TSM server to 5.1.1.0 and am unable to register client licenses beyond 1 mgsyslan client or 1oracle client etc. I have not been able to test this on other platforms. Sounds like a bug, even reinstalled the licenses off the 5.1.0.0 CD and no success. Any help is appreciated.
