looks like selective backup behavior regarding exclude.dir has been
consistent. A selective backup should be able to backup files excluded by
exclude.dir. I didn't see any notice about this kind of change in the
Windows TSM Client 4.2.0.0, Server 4.2.1 (probably)

Cleaning is done by the library itself. On the Library Manager you can
configure when (after how many mounts) a cleaning should be done by the
library. TSM cleaning is not supported for 3494 libraries.

the ports 1501 and 1581 are used as default ports for the TSM Client. If you are
planning to change
the server ports you have to also change the client ports.
