Seems you have a bottleneck with hdisk4. CPU-Wait and HD-Busy are very high.
Try to distribute Storagepool and DB-volumens to different disks.
Try larger bufferpoolsize.

one of our customer has terrible reclamation, move data and audit volume
performance on 3583 LTO library - about 40 MB/hour of reclaimed data
wvhole reclamation of one volume take "week", although backup and
restore operations goes at normal speed (seconds for megabytes). Any ideas?
I/O hotspot on hdisk4? Maybe spread the I/O out?
What maintenance level is the OS at?

pool? Sequential storage? One big conglomeration of everything?
You don't say what the storage server is. Maybe it could use more cache.

Tivoli Opened an APAR against this problem. I do not believe the problem
was been resolved in any of the clients to this date. You may want to
look at the existing APARS.
