I suspect you will have the same issue with gnome-shell. budgie and gnome-shell use the same window manager. This affects me too. Oddly, if I swap to using gnome-shell instead of Unity this fixes this problem. For the moment I've changed to using gnome-shell since this happens too frequently. just noticed also this question and answers on Ask Ubuntu - http://askubuntu.com/questions/584922/how-do-i-fix-fonts-not-rendering- and-missing-letters seems like the issue is most definitely the version of intel graphics driver ubuntu is using. Some people have "fixed" this by changing to the pure intel graphics driver. Further testing. Using the KMS driver results in mesa defaulting to llvmpipe software rendering making YouTube a painful experience. So the fkms is needed for 3d acceleration but glitchy graphics... ho- hum. think we are going to have to wait for the raspi v5.10 kernels - even after installing the 5.10 arm debs, the raspi ignores them and boots with the 5.8 raspi kernel. Daniel - FYI - I raised the issue of the dtoverlay vc4-kms-v3d vs vc4 -kms-v3d-pi4. TL;DR - the v3d overlay is not activating the accelerated driver. hmm? No this issue is with the default fkms out of the box overlay - so nothing is forced here. This is different behaviour from 18.04 and 18.10 where it booted and installed just fine without nomodeset. Without nomodeset, grub/efi disappears, and after a while a solid rather than blinking cursor on a black screen is seen.
