issues in a much clearer way than I could!

With regards to your last comment (included above), just bear in mind
that in the UK, should you be arrested and requested to hand over your
decryption keys, you are required to comply with that request, by law,
under RIPA 
(http://wiki.openrightsgroup.org/wiki/Regulation_of_Investigatory_Powers_Act_2000/Part_III).
For many that won't be an issue, but just bear it in mind.

that sounds like the software centre warning that tries to protect you from
yourself in cases where you don't know whether what you're installing if
from a reputable source. I am unaware of what it actually checks when
deciding if the package is of poor quality. However, you can easily click
the "install anyway" button to bypass the warning and get the package
installed.

In that case, if you are in the dash, which is the large menu from the
button in the top-left, search for the file you want to delete, right
click it, and then select "Show in Folder". This will open the correct
folder in the file manager, and should automatically select the
appropriate file. You can then right-click on the file and select "Move
to the Rubbish Bin".

You can then delete it permanently by opening the Rubbish Bin (Bottom
left of the screen), selecting it, and then deleting it again in the
manner described above.

Libreoffice only creates the document.  It will normally save it in
~/Documents (~ = /home/your_user_name)

So if you open the file nautilus/files (normally the second icon in
the Unity launcher) and goto Documents you will see the file there.

Right click on the file and then delete it.

LibreOffice Doesn't actually remove the file at all it is there it
create and edit doc files only.

If you want to delete a document you would do it through your documents
folder on the system itself, not through libreoffice.

Strange as it might seem, even from the documents folder, the item can 
not be deleted, id select all is used and then the delete key, the 
content clears but the item still shows in the folder and reselection 
just shows the deleted content in the document.

I have never had anything like this happen before.

Assuming you're on the current version of Ubuntu, it reads "Move to
Recycle Bin", not "Delete".

What happens if you delete the file with LibreOffice closed?
Upon restarting LO does the file become recreated with the same content
as before?
What file type is it?
Just to confirm, this is in the /home/[user]/Documents folder?

either:

   - right click the file in the file manager -> click delete
   - left click the file in the file manager and drag it to the waste
   basket followed by opening waste basket and clicking the "empty" button
   - in terminal type `rm /full/path/to/libreofficedocument.ext` (path,
   filename and extension will be specific to your file)

there are other methods that I haven't mentioned but, basically, deleting a
libreoffice document is exactly the same as deleting any other file on the
system; there is no magic incantation to perform and no (d)RAMs need
sacrificing.

It sounds like you're trying to delete a lock file, which is owned by root
and is created by LibreOffice when the file being edited is open, so you
can't actually delete it yourself. When the document is closed in
LibreOffice the lock file will be deleted.
