[Bug 135827] Sound and CD don't work in Toshiba notebook.

I'm new to linux, so I'm not sure if it is a bug.  I installed Ubuntu
7.04 as dual boot in my lap top. ( Toshiba Satellite Pro).

1. I don't hear the sound in Ubuntu, but I do with  XP. When I play a
song, I can see the visual effects, but I can't hear the sound.
Initially I could hear through my head phones, but the internal speakers
only didn't sound. Now I can't hear through headphones either.

2. When I insert any CD, not only it doesn't work, but I can't eject it
o either. I need to restart to get the CD out.

I don't face these problems when I boot with Windows XP pro.

 Yes, adding these four files fixed the issue in 9.10, thanks a lot. ( I had to 
use root login to add these files to Notes folder). But it doesn't allow me to 
replicate. All the options in Basic tab are grayed and I can't check mark the 
optional boxes in other tabs.

This was a re-installation of Ubuntu 18.04.1 on a system that was unstable with 
many restarts without pattern. The motherboard eventually died. It was 
replaced, moving all hardware to the new motherboard.
Then the reinstallation was being made from a LiveCD of the same Ubuntu flavour 
18.04.1. I used the "something else" option for partitioning and went to chose 
my existing partitions on different hard disk drives and only reformatting the 
root partition for a clean install. My /home is in an independent partition 
already.
Then proceeded with confirmation of selections and then started partitioning 
and then the crash.

I try add locale via saltstack. In salt's module locale name is normalizing, and
it will transform from 'CP1251' to 'cp1215'
When I tried aaply state, I got error: 
# Error: 'ru_RU.cp1251' is not a supported language or locale

Then I try manual do the same..
~# locale-gen ru_RU.cp1251
Error: 'ru_RU.cp1251' is not a supported language or locale
But upper case, all fine
~# locale-gen ru_RU.CP1251
Generating locales (this might take a while)...
  ru_RU.CP1251... done
Generation complete.

This affected on Ubuntu 16.04, 18.04

Happens to me too. Same chipset. I can connect to an unsecured network
just fine, but attempting to connect to a WPA network with network-
manager freezes the whole system (using the live CD).

Actually, it happens when I try to connect to a WPA network using wicd
as well. Maybe the problem is with the drivers/kernel/wpa_supplicant and
not network-manager?
