Your log has a mention of trying to open the online accounts panel and failing 
and the corresponding service has regular warnings

Interesting... I think you may have found the difference there.

I HAVE to choose the initial locale, otherwise, it just sits there.
However, here's what happens:

I chose the default at that very first locale selection, which is English.
Then I chose "Install" as before (not the Try Ubuntu first option).
THIS TIME, when the keyboard selection comes up, it does indeed choose the 
Variante Obselete keyboard, not the Variante version.

So it appears that, in your case, for whatever reason you're getting
that first choice automatically, and that's causing the issue down the
road when you get to keyboard selection.

So to summarize:

Choose English at the boot screen on the ISO, and French as the locale once the 
installer loads, and you get the Francais (variante obselete) keyboard as the 
default choice.
Choose French at the boot screen on the ISO, and French as the locale once the 
installer loads, and you get the Francais (variante) keyboard as the default 
Choice

So this is still an active issue then in the installer.  As I mentioned
earlier, you should file a bug against ubiquity with all the info from
this.

I first reproduced it locally with cinder as corey has shown.
it worked with 3.24 and got massive (not just this) errors with 3.26

Note: by enabling cosmic, disco and disco-proposed repos you can up and 
downgrade to all three.
Also useful [4] on how to run isolated tests of cinder.

Much more tests fail BTW, it seems all of the same class of tests fail.
So maybe it is a DB setup issue with the new sqlite.

sqlite 3.24.0-1: works
sqlite 3.26.0-1: fails
sqlite 3.26.0-2: fails

So the next version is not a fix that will unblock us.
Also [5] changelog isn't pointing to anything obvious (I'm sure once we know it 
later it will be obvious).

We need to isolate the first fail as all others could be follow on issues.
So far it refused be isolated to a reasonable subset of tests.
But I didn't focus on that yet, I'll go back to 3.24 and try to shrink the set.

I disagree. The upstream fix involves quite a bit of refactoring in
argument passing. A regression in attempt to fix this could manifest in

Today i try one more time. Try install Ubuntu to windows boot manager 
uefi(500mb fat32, eps + boot flag) partition. and Remove second uefi(400mb

It's not help.

Just for smoke check i will try install arch or debian. TO understand does 
problem specifically in grub or in Linux distribution. But any way at then end 
i need run Ubuntu on my laptop.
It's my new work station, and i request i from It department as powerful 
station for ubuntu.
HP even provide ubuntu 16.04 as pre-installed os.

I would not be worried about this message. I had issues to configure my
email account correctly (access to Office365 via EWS) but eventually I
succeeded to set it up. I created the new online account and I closed
the control center. Then it worked in my Evolution client. Later the
same day I tried to go to control center again to change other settings
but I couldn't open it.

I cannot reproduce it again. My best guess for the scenario is:

1. Configure new EWS account in control-center panel.
2. Close the panel.
3. Try to start it again.

I cannot try it again as I have just one EWS-capable account. I don't
want to delete it from the settings because it would probably delete my
local mailbox and I would lose all my configuration.

I don't think unsuccessful email configuration has anything to do with
this problem because it cannot be saved until connection to mail server
is established.

- tox based test calling (as mentioned upstream) blocks on pip install
- the python3-stestr based test fails to find resources when stripped

This works:

Looking back I realized you seem to have adapted your Debian rules to
call it rather similarly.

This works (and has a bit more unreadable debug data than the other
call):

Only in the good case I see this:
/usr/lib/python3/dist-packages/sqlalchemy/orm/evaluator.py:71: SAWarning: 
Evaluating non-mapped column expression 'updated_at' onto ORM instances; this 
is a deprecated use
"UPDATE / DELETE expressions." % clause)

Maybe sqlite finally dropped this, but I'm not sure as this is a
deprecation warning of python3-sqlalchemy and not sqlite3.

I then modified the test to fail in any case, that will spill more debug
in the good case (if the test is good then it will only say ok).

That let me compare the info and warnings in the beginning between good/bad 
case:
The four INFO/WARNING on keystonemiddleware.auth_token, 
keystonemiddleware._common.config, keystonemiddleware.auth_token are the same 
in good and bad case.

The next entry in good case that is missing in the bad case is:

Same here! There are times my Wifi icon and the VPN icon when connecting to a 
VPN service are missing.
When extending the panel you can't use the switches to enable VPN configuration 
and the VPN is indicating to off although connencted.

Thanks for explaining. Only keyboard input gets lost. Windows, mouse everything 
else works fine. I tried for a single machine when inputs got lost
1.in built laptop keyboard

2. External USB keyboard

3. On Screen Keyboard

Input of all 3 does not work. But at times, enabling OSK makes the
recovery faster.

I will try top and see. Only keyboard freezes, should I hard reboot and
collect the log as mentioned above ?
