INTRODUCTION
=

CIT-2021 is the 20th edition of the highly successful International Conference 
on Computer and Information Technology. The goal of the conference is to 
provide a forum for scientists, engineers and researchers to discuss and 
exchange novel ideas, results, experiences and work-in-process on all aspects 
of computer and information technology. CIT has become a major platform for 
researchers and industry practitioners from different fields of computer and 
information technology. Each year, CIT attendees appreciate and benefit from 
multidisciplinary exchanges in computer and information technology. In previous 
years, CIT has attracted many high quality research papers spanning over the 
various aspects of information technology, computing science and computer 
engineering. These papers highlight foundational work that strives to push 
beyond limits of existing computer technologies, including experimental 
efforts, innovative systems, and investigations that identify weaknesses in 
existing IT services.

CIT-2021 is planned to be hosted in London, UK. However, if the COVID-19 
situation and associated travel restrictions remain, the conference will be 
held virtually. All accepted papers are expected to be included in IEEE Xplore 
and will be indexed by Engineering Index (EI). The authors of selected best 
papers will be invited post conference to extend their contributions for 
special issues of prestigious journals to be planned in conjunction with the 
conference.

format. The materials presented in the papers should not be published or under 
submission elsewhere. Each paper is limited to 8 pages (or 10 pages with over 
length charge) including figures and references using IEEE Computer Society 
Proceedings Manuscripts style (two columns, single-spaced, 10 fonts).
Once accepted, the paper will be included into the IEEE conference proceedings 
published by IEEE Computer Society Press (indexed by EI). At least one of the 
authors of any accepted paper is requested to register the paper at the 
conference.

INTRODUCTION
=

Pervasive systems, intelligent Algorithms, and multi-faceted Networks are 
emerging fields of research and revolutionary paradigm for next-generation 
computing, information and communication technologies. The 14th International 
Symposium on Pervasive Systems, Algorithms, and Networks (I-SPAN 2017) aims to 
establish an international forum for engineers and scientists to present their 
excellent ideas, latest innovations and experiences on Pervasive Systems, 
Algorithms, and Networks.

The 14th International Symposium on Pervasive Systems, Algorithms, and Networks 
(I-SPAN 2017) follows the tradition of previous successful I-SPAN conferences, 
I-SPAN 1994 (Kanazawa, Japan), I-SPAN 1996 (Beijing, China), I-SPAN 1997 
(Taipei, Taiwan), I-SPAN 1999 (Perth/Freemantle, Australia), I-SPAN 2000 
(Dallas/Richardson, USA), I-SPAN 2002 (Manila, Philippines), I-SPAN 2004 (Hong 
Kong, China), I-SPAN 2005 (Las Vegas, USA), I-SPAN 2008 (Sydney, Australia), 
I-SPAN 2009 (Kaoshiung, Taiwan), I-SPAN 2011 (Dalian, China), I-SPAN 2012 (San 
Marcos, Texas, USA), and I-SPAN 2014 (Chengdu, China).

I-SPAN 2017 will be held in Exeter, the capital city of Devon and provides the 
county with a central base for education, medicine, religion, commerce and 
culture. The city is also home to the magnificent Exeter Cathedral, which dates 
back to Norman times. Exeter is also ideally placed to base a trip to branch 
out visiting places such as the famous Dartmoor National Park and the serene 
beaches of the North and South Devon coastlines.

Mining algorithms and human feedbacks, reduces the human efforts for manual 
labelling, avoids data redundancy, and improves the computation speed of 
Machine Learning tools. For examples, a high-performance learner can be 
achieved with a small portion of the data set by querying the labels of the 
most representative samples and requesting the most relevant information. As a 
result, Active Learning bridges the gap between data-centric and user-centric 
approaches. It is a very useful methodology when there is a need to perform 
interactive model evaluation and model updating for both off-line and on-line 
applications.
Active Learning has been studied for many years under the traditional 
single-instance and single-label settings, where each data point is dependent 
of the others and is belonging to a specific class. On one hand, these learning 
methods are not applicable to complex scenarios, such as multi-instance and 
multi-label settings. On the other hand, with the rapid expansion of existing 
data, there are still gaps between theoretical research and practical 
applications.  When designing Active Learning methods for complex scenarios, 
new issues are raised, including the design of multi-instance or multi-label 
learners, feature selection methods, sample selection indices, stopping 
criteria, and performance evaluation metrics, etc. In order to adapt Active 
Learning to big data problems, methods must be able to handle data with high 
volumes and high-dimension, with the ability of mining useful information from 
increasingly large data streams.
This workshop aims to provide a forum for researchers to discuss the 
above-mentioned problems for Active Learning, identify challenges for Active 
Learning in complex scenarios, provide solutions to Active Learning regarding 
big data, as well as discover the potentials of Active Learning to new 
real-world applications. We encourage any related topic for theoretical 
analysis, methodology design, and real-world applications regarding Active 
Learning.

Focus of the Workshop

With the rapid innovation in sophisticated wireless communication technologies 
including 4G LTE-Advanced, fixed and mobile broadband WiMAX, 3G UMTS/CDMA and 
high-speed Wi-Fi, the past years have witnessed a dramatic growth of mobile 
multimedia applications, for example, Live Mobile Video, 3D Video Stream, 
Digital and Mobile TV, VoIP, etc. These content-rich multimedia applications 
consume a huge amount of network resources and create new challenging issues 
for heterogeneous wireless networks to satisfy the ever-increasing 
Quality-of-Experience (QoE) requirements. Furthermore, the traditional criteria 
for the measurements and provisioning of network performances are generally 
based on Quality of Service (QoS), which is defined in terms of network 
delivery capacity and resource availability such as bandwidth, jitter, 
throughput, transmission delay and availability. While it is widely accepted 
that QoS is inadequate for successfully and comprehensively evaluating the 
user-perceived quality of multimedia services over heterogeneous networks, as 
QoE is determined not only by QoS but also by the quality of multimedia content 
to be delivered.



The purpose of this workshop is to bring together industry and academic 
researchers to provide an up-to-date picture of the state-of-the-art research 
in the field of heterogeneous wireless communications and QoE provisioning. It 
is also intended to provide a forum to exchange varying beliefs and 
understandings of how to seamless integrate advanced wireless networking and 
adaptive multimedia processing for enabling evolution of the current wireless 
system toward future networks.

We solicit original and unpublished work not currently under review by any 
other journal/magazine/conference. All papers will be reviewed by the 
HWNQoE-2017 Program Committee for significance, originality, accuracy, and 
clarity. Each paper is limited to 6 pages (or 8 pages with over length charge), 
including figures and references (see the IEEE Proceedings Author Guidelines: 
here). For detailed submission instructions, please visit the workshop website: 
HWNQoE-2017. 
Once accepted, the paper will be included into the IEEE conference 
proceedings published by IEEE Computer Society Press (indexed by EI). If the 
paper is accepted, at least one of the authors must attend the workshop to

Introduction

Due to the explosive evolution of Information Technology and Computer Science, 
we have entered in the Big Data Age, and this is really a scientific 
revolution, not just a fashion. As always, the technological aspects evolve 
faster than the scientific community mentality. Transforming Big Data into Big 
Knowledge and developing a new kind of Knowledge-Based Systems require new 
visions and approaches. Companies, facing the Big Data challenges, are moving 
faster in the right direction than the scientific community, being under a 
stronger competitive pressure. They were forced to renounce to wishful 
thinking, like the idea that a few variables, embedded in a few rules, 
discovered usaing the old fashion statistics, will give intelligent support for 
business decisions. We have to do the same for developing various applications.

Moreover, motivated by the big data analytics needs, new computing and storage 
technologies are developing rapidly and pushing for new high-end hardware 
geared toward big data problems. While the high-performance computing 
technologies have the potential to greatly improve the effectiveness of big 
data analytics, the cost and sophistications of those technology and limited 
initial application support often make them inaccessible to the end users and 
not fully utilized in academia years later. Meanwhile, comprehensive analytic 
software environment and platforms, such as R and Python, have become 
increasingly popular open-source platforms for data analysis.

Also, Computational Intelligence (CI) methodologies, tailored to Big Data, and 
combined with a proper vision of living systems, e.g., as complex dynamical 
systems or networks of interacting entities, could pave the way to 
Knowledge-Based System.

Potential topics of interest, which can be investigated from different 
perspectives (social, organizational, technological) include, but are not 
limited to, the following application domains:
- Data Visualization and Visual Analytics
- Natural Language Processing in Big Texts
- Biomedical imaging pre-processing and Analysis
- Hardware and Software solutions for Big Data Searching, Storing and Management
- Structured and Unstructured Data/Text/Web Mining
- Deep Learning architecture, representations, unsupervised and supervised 
algorithms
- Scalable computational intelligence tools
- Novel Computational Intelligence approaches for data analysis
- Evolutionary and Bio-inspired approaches for Big Data analysis
- New domains and novel applications related to Big Data technologies

All accepted and presented papers will be published by Springer and made

as EAI's own EU Digital Library (EUDL).

Authors of selected best accepted and presented papers will be invited to 
submit an extended version to:
