This case would require very accurate positioning and good mapping of pavements to be useful, but associating the pole with a road is not required. Likewise, the direction key in your proposal is currently limited to forward and backward. However, there are also signs facing sideways as in [2], or at an arbitrary angle. Using a separate traffic_sign node together with the direction= tagging (that has already been approved, by the way!) works in all these cases. Happy mapping!
