Well the other frontends use the Choices values window_x, window_y,
window_width, window_height for their initial window placement. These
values overridden on the command line combined with the url to open
should do what you need?

For example:
./nsgtk --window_x 100 --window_y 200 --window_width 200 --window_height 200 
http://news.bbc.co.uk

opens a 200x200 pixel window at 100,200 on the screen at
news.bbc.co.uk in the gtk version. If the RISC OS frontend does not
support this I have no better idea, sorry.

Isn't that what Netsurf does with...
Make the NS window the size you want it, move it to the position you want
it, then do...
Menu > Display > Window >Set as default position.

Obviously my hand is now smelly and brown as I usually get hold of the
wrong end of the stick.  ;-)

sounds promising.  a look at file:///choices:www/netsurf/choices shows 
that the RO version does indeed use the same names for these values.

but i don't know what our equivalent of your  ./nsgtk  command would 
be.  in fact i don't think i've ever heard of RO commandline calls to 
Netsurf before.
tried these with no luck:  *ns  *nsriscos   *nsro   *nsacorn

I think that's just a typical linux command to run a program. The RO
equivalent is probably

  *netsurf

Of course there's a RO commandline command; how do you think netsurf gets
started? (Look in !Netsurf.!Run to find out).   Whether it understands
arguments is a slightly different question...

The business bit of that file has a %*0 in it, which is promising.

Untried, but a quick glance at the source code suggests that the RISC OS
front-end should.
