The German pages are very well maintained (mostly by Helge Kreutzmann and a little bit by me) and according to http://cvs.debian.org/webwml/german/doc/?diff_format=h and http://www.debian.org/devel/website/stats/de it is (and was since a long time) up-to-date! The information is added when the page is out-of-date and it is automatically. The point here seems to be a "human" mistake, the page is up-to-date, we use a version number in the translated file that refers to the English version and tells to the build infrastructure if a page is out of date or not.
