FWIW in Fedora I just packaged the file in /usr/share/ocaml-autoconf/ocaml.m4, and the man page tells people to manually copy this file into their project. This is analogous to how the other autotools work -- eg. look at /usr/share/*/*.m4 and /usr/share/*/*/*.m4. targeted at debian package builders, ocaml-autoconf at application

You could use Perl artistic, GPLv2, GPLv3, BSD or whatever licence you like (it's your code, at end of the day), but it's really important to me to have a license.
