FWIW in Fedora I just packaged the file in /usr/share/ocaml-autoconf/ocaml.m4, and the man page tells people to manually copy this file into their project. This is analogous to how the other autotools work -- eg. look at /usr/share/*/*.m4 and /usr/share/*/*/*.m4.
