TechTV's Cybercrime show interviewed me regarding Jim Bell's 
"Assassanitation Politics" essay. This was a tough interview as elements of 
the Bell case walk a fine line between civil liberties and civil security.
Jim Bell, a 46-year-old chemist and anti-government activist, is pushing 
the limits of free speech with his online manifesto entitled "Assassination 
Politics" or "AP." First published in 1997, Bell advocated a system where 
the public could go online and vote to have unpopular government officials 
assassinated. This week on "CyberCrime" we investigate why law enforcement 
has a renewed concern over AP.
In our report, you'll hear from Alan Hatcher, Treasury special agent in 
charge of investigating Bell, and Robb London, the lead prosecutor in the 
case. Plus, some insight into AP from high tech terrorism expert Matthew 
Devost, founding director of the Terrorism Research Center, and Darcy

US expert warns 'cyber-terrorism' an emerging threat
Cyber-terrorism has been identified as an emerging threat by a US terrorism 
expert visiting Australia.
Speaking on Channel Seven, Matthew Devost from the Terrorism Research 
Centre in the United States defined cyber-terrorism as a sustained attack 
on critical infrastructure, such as telecommunications or financial 
infrastructures.
He warns an attack on such infrastructure would have a lasting impact on 
society, particularly if it followed a physical terrorist attack.
"With regard to Al Qaeda to having the capability, our belief is that they 
don't currently have the capability to have that sustainable impact," Mr 
Devost said.
"There is a big difference between hacking a website on the Internet and 
taking the power down.
"However, given their resources and given what we have seen with regard to 
some of the capabilities of individuals within the group, they could 
acquire that capability," he said.

Vigilers Confront Former Union Carbide CEO Outside Long Island Mansion

Eighteen years after Bhopal, a representative of Greenpeace following an 
investigation by a British newspaper, tracked down former Union Carbide CEO 
Warren Anderson in mid-August. He has been in hiding, living in luxury in 
the wealthy Long Island community of Bridgehampton, which is about 75 miles 
east of New York City.
Anderson has been facing charges of culpable homicide and an extradition 
order from the government of India for the past 11 years for his 
culpability in the 1984 Bhopal plant explosion. He has never appeared in 
court to face charges for crimes in Bhopal or even to explain why his 
company did not apply the same safety standards at its plant in India that 
it did at a sister plant in West Virginia. On August 29, the Bhopal 
District Court rejected an application to reduce outstanding criminal 
charges against Mr Anderson and called on the Indian government in the 
sternest language to move immediately for the extradition of Anderson from 
the U.S.
Vigilers gathered on September 13 outside the U.N. to demand Anderson's 
extradition before journeying to the home of the elusive executive. Since 
then, Diane Wilson and others have held a vigil outside Anderson's home. 
They have enjoyed global support for this action, as well as a mixed 
reaction in Bridgehampton. Besides confronting Anderson, they have been 
harassed by police and heckled by neighbors, including producer Don Hewitt 
of 60 Minutes.

WASHINGTON (Reuters) - An online "anarchist scavenger hunt" proposed for 
next week's annual meeting of the International Monetary Fund ( news - web 
sites) and World Bank ( news - web sites) here has raised the ire of 
police, who fear demonstrators could damage property and wreak havoc.

Break a McDonald's window, get 300 points. Puncture a Washington D.C. 
police car tire to win 75 points. Score 400 points for a pie in the face of 
a corporate executive or World Bank delegate.

D.C. Assistant Police Chief Terrance Gainer told a congressional hearing on 
Friday that law authorities were in talks to decide whether planned 
protests were, "so deleterious to security efforts that we ought to take 
proactive action."

Several thousand people are expected to demonstrate outside the IMF and 
World Bank headquarters next weekend.

The Anti-Capitalist Convergence, a D.C.-based anarchist group, is also 
planning a day-long traffic blockade, banner-drops and protests against 
major corporations in the downtown core.

Chuck, the 37 year-old webmaster of the anarchist site www.infoshop.org who 
declined to give his last name, told Reuters his scavenger hunt was meant 
as a joke.

"People were asking for things to do when they come to D.C. We made the

rejected the concept of parliamentary democracy, although there has been a 
difference of opinion among anarchists on whether they should be involved 
in the electoral process. Anarchists rejection of parliamentary democracy 
rests on the role a representative plays, the ultimate power parliament is 
able to exercise and the constitution parliament works under. In a 
parliamentary democracy people are asked to elect representatives into 
parliament to make decisions for them for a fixed period of time. 
Irrespective of what they promise the people who elect them, their 
representatives can vote anyway they like as they exercise the mandate

same position until the next election. Anarchists have two other objections 
about parliamentary democracy. They are concerned about the constitutions 
which different parliamentary democracies work under and the amount of 
power that parliament is able to exercise. What a parliament can and cannot 
do is determined by the constitution it works with. Some constitutions are 
written down on paper, some are not, some are decided by the parliament, 
others by the people. Most constitutions reinforce he power of interest 
groups that hold power, others exclude significant sections of the 
community they cover because of religious, political, ethnic or gender 
issues. Because a constitution states that all people with green eyes and 
blonde hair are children of the devil and should be burnt at the stake at 
age 16 and the majority of that community agrees with that point, doesn¹t 
make it right. Unless the principles of association (constitution) a 
particular community works which protects everybody¹s rights, parliamentary 
democracy can and has been used to justify the most brutal regimes. Finally 
anarchists ask themselves, what real power does parliament have? Parliament 
and their representatives may have the power to make your life a misery but 
do they make the ultimate decisions about society? In most instances, power 
does not lie in parliament, power lies in the boardrooms of national and 
transnational corporations. This means that parliament is limited in what 
it can and cannot do. The situation in a parliamentary democracy is 
analogous to the situation at home. You can make all the decisions you like 
about how you would like to live but if you don¹t control the resources to 
make those decisions, in reality your decisions don¹t mean much. Parliament 
finds itself in the position of having to modify or alter decisions they 
want to make for the common good because they don¹t control the resources 
or the people who own those resources. NEXT WEEK: What do anarchists

Audacity is an important ingredient in the arsenal of the anarchist 
activist. Although there can be a fine line between audacity and stupidity, 
with a little bit of lateral thinking most activists should be able to 
negotiate that line. Planning is the key to a successful action. What do 
you hope to achieve? What are the forces that you have to overcome? How are 
you going to overcome them? Know your legal rights in a particular 
situation. What you can and cannot do openly is determined to a large 
degree by the laws governing the situation. Surprise is an important 
element. Know when you can cross that line and what you can and cannot do 
while security is being mobilised and the police have been called to deal 
with the situation. Stand your ground and ask for negotiations. Always look 
at those you¹re talking with in the eye, establishing eye contact can 
defuse a potentially dangerous situation. Always remember that audacity can 
be taken too far. Audacity is a tool that¹s used to achieve a result, it¹s 
not an end in itself. The adrenaline rush that comes from a successful 
action needs to be kept in check. Choose your negotiators before the action 
commences. Know when to leave. There¹s no point ruffling feathers if you 
know you¹ve failed in your objectives. Deference is the ally of the radical 
activist. People in power and authority assume that other people will defer 
their power and authority. When they are confronted by people who don¹t 
respect their power and authority, they become confused and have trouble 
dealing with the situation. Audacious action challenges their power and 
authority no just in their eyes but in the eyes of the people who normally 
defer to them. Once other people see that their power and authority can be 
challenged, they will come under increasing pressure from the people they

If you ran into him online, you might first be struck by the kid's 
prodigious memory. He calls himself "SmarterChild" and can recite a litany 
of facts - this season's entire baseball line-up, every word in the 
dictionary, and the weather in major cities across the country.
But other queries provoke odd responses.
A question about SmarterChild's age returns, "One year, one month, 11 days, 
16 hours, 7 minutes, 47 seconds!" Asking where he lives gets, "In a clean 
room at a high-tech hosting facility in California".
SmarterChild, a computer program, is part of a new species of "chatterbots" 
that are renewing debate about the extent to which computers can achieve 
intelligence.
The electronic personalities of this generation use the vast repository of 
information on the World Wide Web as their memory bank, not just some rigid 
database. To answer questions about baseball, for instance, SmarterChild 
scours the Web site of SportsTicker Enterprises LP; for spelling, it goes 
to the American Heritage Dictionary online; for the weather, it visits 
Intellicast.com.
The company that conceived SmarterChild, Active Buddy Inc., created the bot 
as a marketing tool that would engage people in conversation and then tell 
them about various products or services. Built by engineer Timothy Kay, 
SmarterChild began popping up in instant messaging systems mid-last year. 
Since then, close to nine million people have talked to him.
Chatterbots, which converse with people through real-time text messages, 
have existed on the Net for years. They are basically databases that link 
typical questions to stock responses.
SmarterChild is different. Its database is limited only by the reach of the 
Web. Scientists are beginning to capitalise on the way the global network 
converts "knowledge," or at least reams of data, into a digital language 
computers can understand.
Other companies have begun using chatterbots to help with customer service 
or Web searching. Eventually, however, some believe that technicians will 
be able to turn programs such as SmarterChild into more intelligent 
systems. That is, the network will naturally begin to evolve into a sort of 
global brain, one made up of the roughly 1 billion computers comprising the 
Internet.

With the Oct. 1 launch of the Army's Network Enterprise Technology Command 
(Netcom) less than two weeks away, service leaders say the pieces are in 
place to ensure a coordinated implementation.
Netcom was established to provide management for the Army's information 
technology and networks as an enterprise, and officials are working to 
"ensure that the installations, Army contracting and Netcom implementation 
are postured for an integrated implementation," said Maj. Gen. James 
Hylton, commander of the Army Signal Command, who will assume command of 
Netcom.
Netcom includes personnel from the Army Signal Command and other 
organizations, and officials are setting up regional chief information 
officer offices that will coordinate with installation management to 
oversee command, control, communications and computers (C4) for each region.
The four regional chief information officers have been selected and the 
regional offices will be "largely manned and in place in the first quarter 
of 2003," each with a staff of about 29 people, Hylton said. They will be 
stationed at Fort Monroe, Va.; Rock Island, Ill.; Fort McPherson, Ga.; and 
Fort Sam Houston, Texas.
Lt. Gen. Peter Cuviello, the Army's CIO, said he views Netcom as the Army's 
contribution to the Global Information Grid, which is managed by the 
Defense Information Systems Agency. The GIG is designed to improve 
interoperability across the DOD by providing a working framework for moving 
to network-centric operations.
"This means that we have the wherewithal to do the requirements planning, 
architecture design and acquisition of new technologies within an 
enterprise solution to be managed... organized and able to fight and defend 
the Army's networks," Cuviello said during a Sept. 19 Pentagon press briefing.
Netcom ties in with the Army's overall transformation move towards 
centralizing installation management, said Maj. Gen. John Scott, the 
services chief integration officer.
"It's a corporate look at the information management and an operational 
look worldwide," Scott said.
Some programs that used to fall under Cuviello's command will transition to 
Netcom's Enterprise Systems Technology Activity because of their 
"operational flavor," he said. These include the Army Knowledge Online 
portal, spectrum management, information assurance and information operations.
Netcom will be based at Fort Huachuca, Ariz., along with the Army Network 
Operations and Security Center. It also will have a small headquarters 
staff in Washington, D.C., in addition to its regional offices.
Cuviello said the world is not going to change Oct. 2 once Netcom has 
officially launched, but its is the "first step in the journey to get us to 
where we want to go."

AL-QAEDA terrorists have obtained Australian computer software pinpointing 
weak spots in skyscrapers and dams, according to the FBI.

The sophisticated programs, developed in Sydney and Adelaide, were found 
stored in a computer belonging to an associate of terror mastermind Osama 
bin Laden.
A Federal Bureau of Investigation bulletin titled "Terrorist Interest in 
aWter Supply and SCADA (supervisory control and data acquisition) Systems", 
issued early this year, said the material had been unearthed in the 
Afghanistan capital, Kabul.
The software, called Microstran and CATIGE, could be used by engineers to 
find stress points and weaknesses in buildings, bridges and dams.
The discovery prompted one of the software developers, a South Australian 
academic, to speculate that terrorists might have obtained the programs 
from students at the engineering faculty of Adelaide University in the 1990s.
Microstran was developed by a firm of Sydney engineers and marketed in 
Australia, New Zealand and the United Kingdom, with some sales to the 
Middle East.
It was designed for the gauging of strengths and weaknesses in structures 
such as bridges and buildings.
CATIGE (computer aided teaching in geotechnical engineering) was less 
widely distributed because it was developed at Adelaide University as an 
educational tool for engineering students.
It contained a program which assessed the level of leakage or seepage from 
dams, and has been distributed to universities around the world.
Only a few thousand legal copies are believed to exist, although it was 
given to undergraduates as part of a package of computer programs on a 
university CD ROM.
There is no suggestion that the developers or distributors of either 
program have any connection with terrorists.
Adelaide University geotechnical engineering lecturer Mark Jaksa, who 
developed CATIGE, believed there was a chance the Afghan programs might 
have come from a CD ROM given to undergraduate students a few years ago.
"I think it's probably more likely they (terrorists) have come in contact 
with someone who has studied at Adelaide because those two programs were 
given to our students -- BEAM and CATIGE," he said.
However, other engineers were not convinced the BEAM program was the same 
as the one on the CD ROM.
Mr Jaksa said terrorists would need detailed information about any 
structure to make use of his program.
He said it appeared the terrorists had "gone around to try and find 
structural and geotechnical software . . . that would have helped them".
Microstran co-developer John Morgan said he was surprised by the FBI report.
"We have no information to say definitely it is ours. We really don't 
know," he said.
"There are programs with similar names in (the) engineering area."
The 19 Al-Qaeda terrorists linked to the September 11 hijacking tragedy 
included some with engineering skills.

The Marine Corps this week will officially sign a blanket purchase 
agreement with Dell Computer Corp. that will enable the service to begin 
replacing its aging information technology infrastructure as it prepares to 
move to the Navy Marine Corps Intranet.
Sources close to the deal said the agreement will be completed by mid-week.
The BPA is part of the Marine Corps' effort to replace nearly all of the 
68,000 seats under its Enterprise Sustainment Initiative, even before the 
service changes over to the new NMCI network. That change is slated to 
begin in the second quarter of fiscal 2003, officials have said.
In May, the Marine Corps awarded Dell a $17.8 million contract for nearly 
10,000 notebook computers. This week's BPA could cover the service's 
remaining seats.
The Enterprise Sustainment Initiative is something of a contingency plan 
that resulted from a delay in rolling out NMCI, a $6.9 billion effort to 
create a unified network across more than 400,000 Navy and Marine Corps 
shore-based seats.
Marine officials said that they believe their planning will enable the 
service to move forward with NMCI despite the overall rollout delays. The 
Marines are leasing the seats from Dell, which is an EDS subcontractor for 
NMCI. Furthermore, EDS has agreed to take over those PCs when the company 
begins rolling out NMCI for the Marines, service officials said.
"This is the same seat, platform, that the end user will have when we go to 
NMCI," a Marine Corps official said, speaking on the condition of anonymity.
Marine officials have stressed that the contingency plans are not costing 
additional money because they are using money that would have gone to the 
NMCI rollout.
In addition to replacing the Marines antiquated infrastructure, the 
Enterprise Sustainment Initiative will enable the service to cut the number 
of applications it uses.
Legacy applications — older programs that will not be incorporated into 
NMCI — have been a real problem for the early NMCI rollout. The Navy 
tallied nearly 100,000 separate applications. The time-consuming process of 
streamlining those applications has slowed NMCI's rollout. The new plan is 
the Marine Corps' effort to stay ahead of that issue.

SACRAMENTO, Calif. (AP) - Prison inmates have been banned from receiving 
pornography because of complaints from female prison guards that the 
material prompted inappropriate behavior.
In imposing the ban Sept. 10, prison officials said the materials fueled a 
hostile working environment.
"This is not a question of the inmates enjoying a little private time in 
their cells. They are doing it to make the officers angry," state 
corrections spokesman Russ Heimerich told the Los Angeles Times for 
editions Sunday.
Before the ban, prison officials had allowed inmates to receive Playboy, 
Penthouse and other explicit material, censoring only highly offensive 
depictions.
But as the number of female correctional officers has increased, there has 
been a corresponding rise in complaints about inappropriate conduct by male 
inmates, Heimerich said.
"It is posted all over the place — on their lockers, on the walls of their 
cells. They even put it in their pants pocket," said Sheree Ghidelli, a 
guard at Pleasant Valley State Prison.
Heimerich said the department worries about possible sexual harassment 
lawsuits. "We're vulnerable," he said. "We had to take action."
Inmate advocates and civil libertarians called the ban an overreaction and 
said it violates an inmate's First Amendment rights.
"This is like banning 'Catcher in the Rye' because it might induce a 
prisoner to say something disrespectful," said David Fathi, an attorney 
with the American Civil Liberties Union ( news - web sites).

Long Beach Repression Updates
The Long Beach Anarchist Community continues to prosper in spite of police 
repression. Tonight there is a benefit at the Long Beach Infoshop for an 
Anarchist Anti-war Conference that is scheduled for late October.
Since the brutal LBPD riot on May Day 2001, numerous anarchist activists 
associated with the Long Beach infoshop have been unjustly persecuted by 
the Southern California Police State Apparatus. Matthew Lamont is still 
being held in Orange County, where he is facing four felony charges 
relating to possession of a destructive device. He was merely transporting 
gasoline in his car. Sarah Roberts has been released from LA County prison. 
She was arrested on May 1, 2001, and was convicted on May 21, 2002 of 
unlawful assembly and wearing a mask with the "intent to commit a crime." 
At Robert's sentencing on May 23rd, she was handed down a six month 
sentence and a $1,000 fine. Ruckus, also arrested at the 5-01-01 police 
riot, is still in jail. Ruckus was coerced by the judge to take a 
three-year plea bargain, lest he face a 17-year sentence. Once he took the 
plea, he discovered that he could be facing another felony charge and that 
under California's inhumane three-strikes law he could now serve 
20-years-to-life.
The case against Cerritos College Mathematics instructor Hasan Hasan has 
been thrown out of court. However, Hasan had already been fired from his 
job and was arrested minutes thereafter without explanation.
Raise the Fist's Sherman Austin is still facing two federal felony 
violations steeming from the U.S. Secret Service, FBI, LAPD, and County 
Sheriff's raid on his home on Febuary 24, 2002. Raise the Fist is an 
open-publishing website (like indymedia), and, yet, one of the charges 
against him is "DISTRIBUTION OF INFORMATION RELATING TO EXPLOSIVES..." On 
August 26th, Austin refused to take a plea bargain offering him one month 
in jail, 5 months in a halfway house, and 3 years supervised release. 
However, the Judge then decided to keep the offer on the table, which is 
where things stand presently.
