Original bug seems to be https://savannah.gnu.org/bugs/?16666 which has a bit more description. Frankly for v5 I plan to allow users setting per character width (overriding results of screens wcwidth - ut8_isdouble), because from what I've read so far, there is no standard for how wide characters are in terminal. But if you know one, I'll gladly read it.
