I'm pretty sure the HTTP and HTTPS servers of `git.savannah.gnu.org` supported
the so called "smart protocol" of Git at some point in the past, but
apparently they don't any more:

    git clone --single-branch -b main
git://git.savannah.gnu.org/emacs/elpa.git

terminates almost instantly, downloading less than 1MB of data, whereas

    git clone --single-branch -b main
https://git.savannah.gnu.org/r/emacs/elpa.git

takes ages and downloads hundreds of MB of data (with virtually no
informational output until the very end).
