"Decommissioned" means that the package needs no new maintainer (not as far as the GNU Project is concerned); as opposed to "decommissioned", "orphan" packages do need new maintainers, the volunteers should pass the formal procedure of appointment, https://www.gnu.org/gnu/gnu-structure.html#maintainers
