The Savannah account name has also been used as a way to generate a
canonical name for a user account name.  Various documentation (which
I would need to search for to find) documents that new users should
create a Savannah account in order to generate a canonical account
name that would then be unique across all of the systems.

Also the lifecycle for a project might have it start as a new non-GNU
project, be developed for some time that way, then be submitted as an
official GNU project.  Upon acceptance then the type can simply be
changed from non-GNU to GNU and everything is in place for it.
