That page doesn't say that savannah.gnu.org is only for GNU packages. It seems to be written to cover savannah.nongnu.org. Many of the sections are redundant and potentially misleading because GNU packages are covered by stricter requirements.
I think the main issue is that savannah.gnu.org and savannah.nongnu.org point to the same web page so it might not be easily done.
