In http://savannah.gnu.org/register/requirements.php I see this text:

    For hosting on Savannah, you must use one of these licenses,
       which give the freedom to anyone to use, study, copy, and distribute
       the source code and distribute modified versions of it, and which are
       compatible with the GNU GPL. GPLv3-or-later is recommended.

It seems to me that this has a flaw: maybe it should require that
licensing be compatible either with GPL 3-or-later or with AGPL
3-or-later.

What do you (plural) think about this?

Are there any packages which are licenses under GPL 2 only
or GPL 3 only, or anything else not compatible with 3-or-later?
