For some strange reason that I do not know. The script that
makes the initial set-up for your CVS repository created the
account for "anoncvs" correctly, but did not check out a
copy of the password file from the RCS file.
I think I have fixed it. Please try it out (the password for
anoncvs is blank).

It is mentionned on everypages. If it works without, I was not aware of it.
That said, for your project it's clearly broken. I asked Jaime Villate, cvs
expert, to look into it because the config for your project seems ok to
me.
